Uploading an imagine from my device

When uploading an image or file from my device I am only allowed to access this option once. If I select the upload option and either attach a file or then decide to add one later I am unable to. When I select my device option nothing happens. All the other options are available to me but not my device. This only happens after I have previously accessed the my device option previously.
