Missing Minimum Length Validation for Prompt Name and Prompt Content

The "Create" prompt form (Arcprompts) currently allows users to save a new prompt with a single character (e.g., "T") for both the Name field and the actual Prompt content field. Allowing single-character inputs degrades the quality and searchability of the user's prompt library.
